use 35mm or similar focal length, smallish aperture of f/5, and a flash mounted on the camera, and an ISO locked to 800, maybe 1600. Then in editing, lift the blacks just a bit and you should be most of the way to getting this look. Here's an image I took with those steps and it's got a similar vibe.
