The ⅓ stop scale is the scale by which you can adjust your shutter speed to react in thirds of a second. Cameras work in ⅓ stops, so that if you're trying to adjust your shutter speed you'll typically have to adjust 3 “clicks” in order to produce a 1 stop change.
