It's not difficult to guess that shutter speed is measured in seconds or, to be more precise, in fractions of a second. Shutter speed of 1/1000 is fast, whilst 1/8 is slow. In other words, shutter speed of 1/1000 equals to 0.001 of a second and shutter speed of 1/8 is 0.125 of a second.
