If the subject is stationary, then you can use the lens stabilizer and drop shutter speed to provide a lower ISO. If the subject is moving, then shutter speed has to be fast enough to freeze the subject and that may be getting you into higher ISO with resultant loss of sharpness due to noise reduction.
