Only if it's part of an original design. You can't sell it on its own (e.g. as the only image on a t-shirt). Manipulating a photo, whether using traditional photo-editing tools, or AI tools, is still using the underlying photo. The Content Licence Agreement still applies to the use of that underlying photo.
