Before then, goalkeepers could keep the ball in their hands for as long as they wanted, but they had to bounce or throw the ball while they moved around in the penalty box. To put an end to this, the four-step rule was introduced, allowing goalkeepers a maximum of four steps before kicking or throwing the ball.
