Rule 3a-4 does not preclude a sponsor from charging reasonable fees for this or other services. However, such fees must be adequately disclosed to the client. See Item 7(f) of Schedule H of Form ADV (requiring disclosure of any fees in addition to the wrap fee that a client in a wrap fee program may pay).
