A shutter speed of 1/60 of means the shutter opens and closes in one-sixtieth of a second. Note: Some camera manufacturers don't use fractions. They use numbers like 1000 but it means exactly the same thing as 1/1000 – the shutter opens and closes in 1/1000 of a second.
