Apply the Oil Paint filter in Photoshop.Open your photo in Photoshop and press Ctrl+J on Windows or Command+J on Mac to duplicate the background layer.Apply the filter to your new layer. Go to Filter › Stylize › Oil Paint.Adjust the Brush sliders.Adjust the sliders for Lighting.Click OK to apply your filter.
