But to answer your general question: 4K 30p SHOULD be significantly better than 1080p 60, in terms of image quality, with the exceptions that some cameras have a lot more rolling shutter in 4K than 1080p so they might be more susceptible to the "jello effect" (i.e., rolling shutter) when due to camera movement.
