A 200mm is a fixed focal length lens, a prime lens if you will. It's not a zoom lens so it cannot zoom. A zoom lens in photography speak is usually refering to a variable focal length lens such as a 70–200 lens. Such a lens can 'zoom in' to 200mm or 'zoom out' to 70mm.
