Just custom. Edison's original light bulbs were designed for 100 volts, so he sent 110VDC to people's homes, with the extra 10 volts to account for voltage drop. Tesla and Westinghouse designed their equipment to run at the same voltage, 110VAC to ground and 220VAC phase-to-phase.
