On the Pro models, set the Pro Default option to HEIF Max or ProRAW Max. That enables a control at the top of the Camera app that enables the Max (48MP) resolution. Make sure the Resolution Control setting is turned on. Look to the Resolution control to make sure you're capturing 48MP.
