Depends on the timings and the JEDEC profiles that are built into the modules. Generally speaking the lower the timings and tighter (closer together they are) the better the RAM performs. If the 3600 RAM has better timing than the 3200 RAM then, the it'll likely be a better choice even if it only runs at 3200.
